When Life Gives You Limas: First Presidency of Andrés Avelino Cáceres, 1886

On October 20th, 1883, the Treaty of Ancon was signed by the Republic of Chile and Peru, marking the end of Peru’s involvement in the War of the Pacific. The treaty was henceforth named a symbol of “friendship and peace.” However, Peru marked this as a shameful treaty. Under its terms, Chile gained control of Tarapaca and retained the conquered provinces of Tacne and Arica for ten years. The territory cession deprived Peru of its rich guano resources that drove Peru’s development, dealing great damage to Peru's already torn economy from the war.

Andres A. Caceres, a distinguished Peruvian soldier, rose and led the forces against the current Peruvian government. From August 27, 1884 till December 3, 1885, Peru entered a civil war with the victory of Caceres. This ended with the Battle of Lima (1885), with Caceres superseding the presidency and undertaking the National Reconstruction.

In this committee, delegates are tasked with national reconstruction initiated by Caceres. Delegates will have to reconstruct a Peru that has recently undergone the Treaty of Ancon and a Civil War. The conflicts that will arise are related to Peru’s postwar national identity, specifically how to face defeat, whether to seek revenge or accept it. Delegates will also need to react to the ongoing economic crisis and deal with the consequences of a failing economy.
